The Centre vs State tussle over IAS postings

• Fewer and fewer All India Services (AIS) officers working in States were coming forward to opt for a tenure with the Centre.
• Reason: Lack of Centre’s ability or willingness to offer incentives to maintain the morale of deputy officers.

Impact of Unwillingness:

• Widening of gap for manpower in GOI ministries.
• There are far too many vacancies in the Central Police Establishment comprising the paramilitary forces such as the CRPF, BSF and CISF, and investigating agencies like the CBI and NIA.
• Limitation imposed by the cadre rule in recruitment of non-IPS officers to the para military forces resulting in tussle with the ministry.

AIS appointments

• Selection procedure: exam held by UPSC.
• Appointing authority: Central government.
• Appointed to various States as required
• Suspension: by a State government, ratified by the Centre within 3 months.

Issue with the Proposed amendment:

• Would empower the Centre to command the services of any officer serving in the States to work for the former, with or without the concurrence of the State concerned or the consent of the particular officer.
