Key Findings

Daily wage earners highest suicide victims in 2021

  • Accidental Deaths and Suicides in India Report: Daily wage earners remained the largest profession-wise group among suicide victims in 2021, accounting for 42,004 suicides (25.6 per cent)
  • It shows that there is a steady increase in the share of daily wagers among those who die by suicide in the country since 2014.

Significant rise in crimes against women

  • There is alarming rise of rise of 40% in crimes against women and children however only 31% of IPC cases being chargesheeted
  • A rapid 111% jump in cases of cybercrimes.
  • Majority of cases under crime against women under IPC were registered under ‘Cruelty by Husband or His Relatives’ (31.8 per cent) followed by ‘Assault on Women with Intent to Outrage her Modesty’ (20.8 per cent),
  • State Performances: Uttar Pradesh (56,083), Rajasthan (40,738) and Maharashtra (39,526) recorded the highest number of cases from state

Cybercrime

  • In Delhi with 356 cases in 2021, there has been a 111% rise in cases of online fraud, online harassment, publication of explicit content, etc as compared to 2020, which saw 168 cases.
  • Most offenders were booked for publication and transmission of sexually explicit content where the victims/complainants are women or minors aged 12-17.

Delhi most unsafe metro for women

  • The national capital recorded the highest number of rape cases among all 19 metropolitan cities with an average of three rapes being reported every day of the last year.
  • For the third consecutive year, Delhi topped the list of crimes against women among all the metropolitan cities.
  • In 2021, crimes against women rose by 40% over the previous year, with 1,226 incidents of rapes and 136 incidents of dowry deaths.
  • Recorded the highest incidents of crimes against children and senior citizens in the country.
  • In the category of crimes against women, Delhi also topped the list of metropolitan cities in cases of cruelty by husband or relatives, reporting 4,674 such instances in 2021.

Punjab has highest no of crimes rate under NDPS Act

  • As per the National Crime Records Bureau (NCRB) data Punjab holds the highest no of crimes rate under NDPS Act
  • Himachal Pradesh — with a population of 74.06 lakh people as per NCRB — ended second on the list in the same category, notching a crime rate of 20.8 per cent.
  • The lowest crime rate under NDPS Act in 2021 was reported from UT Dadar and Nagar Haveli and Daman and Diu (0.5 percent), followed by the states of Gujarat (0.7 percent) and Bihar (1.2 percent)

Other Observations

  • Rise in registered cases under UAPA: 814 cases were registered under the Unlawful Activities Prevention Act (UAPA) as compared to 796 cases in 2020 while 76 cases of sedition were registered in 2021 as compared to 73 in 2020.
  • Major decline in cases registered under disobedience to order duly promulgated by a public servant under section 188 IPC.
  • This law was invoked for flouting Covid-19 lockdown guidelines with the disaster management authority giving wider powers to the police to enforce the lockdown in 2020
  • There is an increase in crime against scheduled tribes (STs) registration as an increase of 6.4% from 8,272 cases in 2020 to 8,802 in 2021 whereas cases of atrocities against scheduled castes (SCs) registered an increase of 1.2% in 2021.

  • Established: 1986
  • To function as a repository of information on crime and criminals to assist the investigators in linking crime to the perpetrators.
  • Recommended by: Tandon Committee, National Police Commission (1977-1981) and the MHA’s Task force (1985).
  • NCRB is entrusted with the responsibility for monitoring, coordinating, and implementing the Crime and Criminal Tracking Network & Systems (CCTNS) project.
  • Headquarters: New Delhi and is part of the Ministry of Home Affairs.
