🕒 Duration

• Effective until: 31st March 2029

🎯 Objectives

1. Enhance competitiveness, productivity, and quality of MSME, Handloom, and Handicraft sectors.
2. Upgrade infrastructure and establish Common Facility Centers (CFCs).
3. Provide access to raw material, skill development, and e-commerce marketing.
4. Support participation in Central Government schemes.
5. Promote export growth and market development.

🧱 STRUCTURE OF THE POLICY

I. Support to Artisan/Craftsman/Weaver Clusters

A. Soft Interventions (100% State Grant)

• Max grant: ₹50 Lakhs per cluster.
• Coverage: Skill dev., market exposure, product design, GI tagging, branding, SPV formation.
• Implementation Time: 18 months.
• Follow-up Reports: At 6 months and 1 year post-project.

B. Raw Material Bank Support

• Loan Amount: Up to ₹50 Lakhs soft loan.
• Interest Subsidy: 8% reimbursement on term loan.
• Limit: Max 10 clusters.
• Eligibility: SPV with infrastructure (own/long-term lease), minimum road width (40 ft urban), sales at below-market prices, inclusive structure.

C. E-Commerce Marketing Incentive

• Incentive: 20% of online annual sales, up to ₹50,000 per artisan.
• Eligibility: Artisan with ID card, new to e-commerce, minimum ₹1 Lakh online turnover.
• Application through: GM DICC.
• Audit and documentation required for disbursement.

II. Support to MSME Clusters for Common Facility Centers (CFCs)

A. State Assistance for CFCs (Cap: ₹10 Cr/project)

• Grant Share:
  • 80% of project cost (max ₹10 Cr).
  • 90% for SC/ST/Women-owned/ODOP enterprises.
• Funding Partners: State Govt. + RIICO (equal grant sharing).
• Facilities Covered:
  • Testing labs, packaging, training centers, recycling, logistics, biogas, Industry 4.0 labs, etc.
• SPV Requirements:
  • Minimum 10 MSEs with Udyam Registration.
  • SPV to contribute 10–20%, inclusive model.

B. Support to Access Central Govt. CFC Schemes

• Assistance with application, approvals, and technical consultancy.

III. Infrastructure Development Support

A. For Existing Clusters (non-RIICO areas)

• Max project cost eligible: ₹10 Cr.
• State Grant: Up to ₹8 Cr (80% of total).
• Facilities: Roads, drainage, water, electricity, gas, sewage, etc.
• SPV required: Registered entity owning/authorized to develop land.

B. For Greenfield Clusters (non-RIICO areas)

• Min Area: 10 acres.
• Project Cost Ceiling for Grant: ₹10 Cr.
• State Grant:
  • 50% (Developed districts)
  • 60% (Other districts)
  • Max Grant: ₹5 Cr
• Eligibility:
  • IA/SPV must bring 20% contribution.
  • Lease land for 30+ years.
  • At least 80% area reserved for micro/small units.
  • Not more than 2 approvals per entity.
• Facilities: Site development, boundary wall, CETP, warehouse, etc.

IV. Special Incentives

1. Concessional Land Allotment

   • RIICO Allotment @ 25% of industrial rate for CFCs.

2. Assistance for Exposure Visits

   • Grant: Up to ₹2 Lakhs per cluster for study/exposure visits outside Rajasthan.
   • Must be approved by Commissioner, Industries & Commerce.

📋 Project Governance and Monitoring

🧑‍💼 Project Approval Committee (PAC)

• Headed by Commissioner, Industries & Commerce.
• Includes Finance Dept, RIICO, GM DICCs, and others.

🏗 Implementing Agencies

• Preference to government/PPP agencies.
• In absence, NGOs/consultants selected via EoI.
• SPVs must have inclusive structure and minimum members.

📊 Monitoring

• District Level Monitoring Committees review quarterly progress.
• Utilization Certificates, CA audits, and physical inspections mandatory.
